As of 31st December 2022, the Force had 2,513.2 full time equivalent (actual headcount of 2,636) officers and staff in Cambridgeshire and collaborated functions, compared to the budgeted establishment of 2,754.47 officers and staff. However, while overall capacity is around establishment, the workforce make-up leads to some capacity and capability gaps in specific force services, because of the young in-service police officer profile, with large numbers of student officers, as well as retirement and other attrition of experienced officers.
Across the Force’s crime investigation and public protection teams (CID, Protective Vulnerable People, Rape & Serious Sexual Offences), 84% of budgeted detective constable and police staff investigation officer posts were filled with substantive and trainee DC /staff investigators (as of 31st December 2022). Vacancies, and increased demand, are resulting in insufficient capacity to effectively manage all demands across investigation teams. The Force recognises that our young-in-service workforce needs to develop its skills and confidence and so have invested in specialists to provide support with training and development. This is an excellent opportunity for the force, which will mean increased effectiveness and productivity as the workforce matures in the next 12-24 months.

The Force, in alliance with the national and BCH “Safe to Say” campaign, has promoted the need to encourage staff to provide personal data in relation to their protected characteristics through awareness campaigns emphasising the importance of having an accurate understanding of workforce representation to help focus future activity and ensure the right support is in place.
