The CamSTRA process is now embedded within the force with established meetings and events to monitor progress against risks highlighted.
Challenge panels (April 2023): to bring together the Chief Officer Team, all Heads of Departments and the Office of the Police and Crime Commissioner to discuss and debate the findings from the CamSTRA Operational Requirements in an environment that encourages challenge without prejudice or judgement. The Panel members review the findings and consider mitigations to improve service delivery and efficiencies across the force.
Think Tank (October 2023): to review the sustainability of the current operating model and how it may need to change to mitigate threats and risk identified during the CamSTRA process. Any opportunities for innovation and research, income generation, savings and efficiencies and funding submitted through CamSTRA are reviewed and developed by the Enterprise Working Group with final proposals submitted to the Change Board for consideration.
Sustainable Operating Model (January 2024): to review the progress with the threats and risks and consider any recommendations to change the future operating model of the force.
The CamSTRA governance is overseen by the Deputy Chief Constable as the Senior Responsible Officer and led by the Head of the Organisational Improvement Centre as tactical lead. Progress is monitored and reported on at a quarterly Business Assurance Meeting. Any changes to resource levels (police officers and police staff) are managed through Operational Workforce Planning.
