Cambridgeshire Constabulary has developed its understanding of demand through the Strategic Threat and Risk Assessment (CamSTRA) process.
The CamSTRA is the iterative whole force process to provide all staff with information relating to policing that they can use to make decisions about operational requirements, deployment policy and training. This has the benefit of ensuring that resource needs (humans, equipment and financial) are understood and can be prioritised against likely demand; threats and risk are managed efficiently and effectively, decisions are taken on preventative and corrective action as needed.
The force Business Planning Cycle, illustrates the value of the CamSTRA process, introduced in Summer/ Autumn 2019, which is now embedded within Cambridgeshire. The following page provides a picture of the Business Planning Cycle.
The Strategic Demand Assessment (SDA) is used to assist as one of the products considered when compiling the CamSTRA, with CamSTRA being the single version of the truth.
The CamSTRA process informs ongoing budget and workforce decisions when managing functions facing the highest demand risks, and is aligned to the financial planning cycle, to ensure operational effectiveness and business capability and capacity. Future demand profiling and future proofing the resource requirement and services to the communities across Cambridgeshire. Tools such as the SDA and MoRiLE assist with the CamSTRA operational requirements, Strategic Assessment, and professional knowledge and judgement, which in turn support the narrative for the FMS. CamSTRA is the single version of the truth that all other documents, functions, governance, and service delivery are created and maintained to ensure the force has a full sense of purpose both operationally and organisationally, and is business driven to provide the best value for money for the communities of Cambridgeshire.
