Use of force November 2022 - November 2023

9371 Use of Force forms were completed in the 12 months ending November 2023. This compares to 8373 forms in the 12 months ending November 2022.

In addition to recording the reason force was used, officers will also provide information on the primary conduct of the subject (degree of resistance), any impact factors (for example alcohol, drugs, mental health, weapons etc), the type of location where force was used, any injuries sustained by either the officer or the subject, and the outcome.

Techniques

Each Use of Force form will detail all of the techniques used during that particular event. Techniques include the use of AEP, Batons, Police Dogs, Ground Restraint, Handcuffs, Irritant Spray (CS or PAVA), Limb/Body Restraints, Shields, Spit Guards and Taser, as well as unarmed skills.

The effectiveness of each technique is also recorded. This helps the Constabulary identify areas of learning and any potential training requirements.

In the event of a firearm or taser being used, additional question sets will also need to be completed.

Demographics

Police officers should record the gender, age and ethnicity of every person who has force used on them. This information is key to being able to monitor disproportionality and to take appropriate action were necessary.

The Constabulary has historically used census information to better understand if any groups are disproportionately represented. However, a new approach has been recently adopted whereby the profile of people who have force used on them is also compared to the profile of suspects on crimes committed in our force area; this is likely to be a better representation of the people who come into contact with the police.

Number of subjects arrested

6422 people who had force used on them in the 12 months ending November 2023 were arrested; while 4.3% of all incidents resulted in the subject being detained under the Mental Health Act.
