It is alleged that Former DC 162 Joseph Passby Breached the Standards of Professional Behaviour as set out in Schedule 2 of the Police (Conduct) Regulations 2020, to the level of Gross Misconduct of listed below:
On 15th June 2026, whilst on duty, Former DC Passby drove an unmarked police vehicle after consuming alcohol and was involved in a road traffic collision.
Subsequent breath tests showed that he was over the prescribed alcohol limit.
On 20th July 2026 Former DC Passby pleaded guilty at Luton Magistrates Court to driving a motor vehicle whilst over the prescribed alcohol limit and was disqualified from driving for 12 months.
Attendance at the hearing may be subject to any conditions or directions imposed by the Chair in accordance with the Police (Conduct) Regulations 2020.
The Hearing will take place both in-person and online on Tuesday 25th August 2026 at 10am (maybe subject to change).
The location at which the Hearing will take place is at Lysander House, Station Road, Tempsford, SG19 2AX and online.
Please attend punctually and announce your arrival within the reception area (virtually or in person), the proceedings will not be delayed to allow for late attendees and if you are late, you may not be given admittance.
Any individual that wishes to attend a Hearing, either online (if available) or in person must register to Attend a misconduct hearing | Cambridgeshire Constabulary and agree to the Conditions of entry | Cambridgeshire Constabulary. If you do not register by the deadline, you will not be given admittance.
You must register your interest to attend by no later than Monday 24th August 2026 at 3pm
