REQUEST UNDER THE FREEDOM OF INFORMATION ACT 2000 Ref No: FOI2019/03869

I write in connection with your request for information received on 13th June. I note you seek access to the following information:

Please could you provide me with details of the following incidents that occurred in jurisdictions policed by your force on an annual basis, broken down by year from 2013 to 2018:

1. Total number of road traffic accidents involving a horsebox in the jurisdiction you police each calendar year. If possible please also provide the reason for the accident i.e. driver error/ horsebox failure/ third party fault.

2. Total number of road traffic accidents involving a horse trailer in the jurisdiction you police each calendar year. If possible please also provide the reason for the accident i.e. driver error/ horse trailer failure/ third party fault.

3. Total number of road traffic accidents involving a caravan in the jurisdiction you police each calendar year. If possible please also provide the reason for the accident i.e. driver error/ caravan failure/ third party fault.

4. Total number of road traffic accidents involving a horse and rider in the jurisdiction you police each calendar year. If possible please also provide the reason for the accident i.e. car passed to closely to horse/ passing too quickly

5. Total number of horses that have died as a result of a road traffic accident in the jurisdiction you police each calendar year.

6. Total number of horse riders that have died has a result of a road traffic accident (that occurred whilst they were riding) in the jurisdiction you police each calendar year.

I am required by the Freedom of Information Act 2000 (The Act) to handle all requests in a manner that is blind to the identity of the requestor. Any information released in response to a request is regarded as being published and therefore, in the public domain without caveat.

Response 

Cambridgeshire Constabulary has conducted a search of our Camera, Ticket and Collisions Department. Our current collision system contains data from April 2016 onwards, it records details of road traffic collisions involving human death or personal injury which occurred on the public highway which were reported to the Police within 30 days of occurrence, and in which one or more vehicles are involved, in accordance with Department for Transport (DfT) STATS 20 instructions. 

We also record Fail to Stop collisions, both injury and damage only, which fall outside this definition.

We did not record Stats data prior to April 2016 as it was passed onto the relevant local authority – DfT verified collision data is freely available online.

We cannot give causation factors only contributory factors – causation factors can only be determined after an indepth forensic investigation into a collision and those factors are not recorded on our system they would be with the individual collision file in SCIU (Serious Collision Investigation Unit) and would only be done for fatal and very serious injury collisions.

The DfT published data on vehicle types involved in collisions at the above web address. 2018 data is expected to be published by the end of the second quarter of this financial year.

1. Horsebox is not a distinct vehicle type under Stats 20 therefore we do not hold this data

2. A horse trailer is not a distinct towing option under Stats 20 therefore we do not hold this data

3. 2016 – 3 slight injury collisions which involved a car towing a caravan

2017 – 2 slight injury collisions involving a car towing a caravan and 1 serious injury collision involving an “other vehicle” towing a caravan

2018 – 2 slight injury collisions involving a car towing a caravan

4. 2016 – 1 serious injury collision which involved a horse

2017 – 2 slight injury collision and 1 serious injury collision which involved a horse

2018 – 0

5. We do not centrally record this data

6. Zero

The numerical data presented in this response is an un-audited snapshot of un-published data sourced from "live" systems and is subject to the interpretation of the original request by the individual extracting the data.
